How to read the progress tracker

The concrete actions are classified as follows:

  • completed: the main deliverable has been carried out as planned. No further substantial implementation steps are planned for this specific action beyond standard follow-up activities or the use of the output.
  • completed and continuing: the main deliverable conceived for the action has been completed, but by nature it involves an ongoing activity that continues beyond the initial output. The ‘one-off’ part has been completed, but the underlying support or coordination will continue.
  • ongoing: implementation is still in progress. Either the main deliverable has not yet been fully achieved or the action was conceived as multiannual and is still being implemented.
  • upcoming:  for actions that have not yet started implementation.
  • discontinued: the action will not be pursued further in the form announced in the 2021 action plan. This may be due to a change in the policy context (the original objective being overtaken by other initiatives) or the Commission deciding not to take further action after exploratory work.

Progress overview

The action plan is structured around three priorities, each of which contains key action areas that group concrete actions. Most of the actions have been completed or are currently being implemented.

The action plan is built around three overarching priorities that reflect the conditions needed for social economy organisations to thrive: appropriate regulatory frameworks; robust investment and skills ecosystems; and strong visibility backed by reliable evidence. Each of these priorities directly aligns with the Commission's vision of a competitive, robust and recognised social economy.

Integrated frameworks for a competitive social economy

Establishing integrated policy, legal and fiscal environments that allow social economy organisations to operate on a level playing field across the single market, covering everything from state aid and public procurement to multilevel governance and cross-border cooperation.

Investment, skills and capacity for a robust social economy

36 concrete actions

Developing a well-functioning finance ecosystem alongside strong skills, incubation and entrepreneurship pathways to help social economy organisations attract talent, access appropriate capital and grow and innovate in response to urgent social needs.

Evidence, visibility and knowledge for a recognised social economy

20 concrete actions

Building a stronger evidence base with comparable statistics across Member States, enabling data-driven policymaking and improving the public visibility of the social economy.

The tracker below shows the current implementation status per priority. Progress is measured across concrete actions that have been completed, are ongoing, or have not yet started within each priority. The Commission is on track with the majority of measures.
