Sharing data
The sharing and use of data is one of the ways in which the European Commission seeks to boost the development of social economy organisations and allow them to contribute to an inclusive, green and fair economy and society. Data driven processes and sharing of data can foster robust and efficient collaborations, increase knowledge and innovation, enhance civic empowerment and help to open up new markets and business models.
However, besides various inspirational pioneers, data maturity in the European social economy remains limited. Challenges include: lack of connectivity (in remote and rural areas), lack of availability of (quality) data, lack of data infrastructure, limited digital literacy or little funding to support digitalisation. While lacking digital literacy and maturity is a serious challenge, there are also social economy actors who see the potential of data, but who do not yet (fully) use this potential to improve impact and expand their organisation’s activity.
Co-creation process
One of the actions announced in the social economy action plan is to “develop a code of conduct on data use and management in the social economy, in cooperation with stakeholders to support the uptake of data and technology”.
This ambition was reiterated in the transition pathway for the green and digital transition of the proximity and social economy industrial ecosystem, under action area 11 “Data sharing, data management & code of conduct”.
This process was launched by a call for expression of interest in 2023 to mobilise private and public stakeholdersto engage in this process, supported and facilitated by the European Commission services through an external contractor. Find more information here.
Event: Presentation of the Code on 28 November 2024
We kindly invite you to the presentation of the “Code of conduct for date sharing and management in the social economy” on 28/11!
To boost further development of the social economy, data sharing and solid management is key. However, a lot depends on the way this is done. To ensure that data practices will be in line with values that already characterise the social economy, various actors from social economy across the EU worked together to shape a Code of Conduct.
The event will be a good occasion to discuss and present the result!
This event will feature panels discussing the challenges and potentials of data for social economy purposes, show good practices in the field and the next steps for implementing the Code.
The event can be attended live in Brussels or followed online.

To support social economy entities in building capacity for the use of that data, the Commission has supported the creation of a ‘code of conduct’ establishing a set of principles for how data should be managed and used in the social economy and how it could leverage the existing potential. For this reason, a group of experts and frontrunners in the field have co-created this code of counduct in 2024. The final results and actual code will be presented on 28th of November 2024 in Brussels. The code contains a series of crucial values, a guidance with checklists and sectoral templates relevant to for data sharing practices. To show experience and potential, a series of 30 good practices of data sharing and good data governance complete the publication.
